These are just simple IR LED strips that you wire up, and they flood your plate with bright IR light which blocks cameras such as ALPR that read in IR light, or use an IR flash.
Won't be effective against photo radar/lidar etc that uses visible light flash, as they will also probably be using a UV-IR cut filter on the camera.
The NoPhoto has embedded electronics, which flash back (white flash) in response to the cam flash at the crucial moment to overexpose the image
