    I believe the above drawing the blue is approaching the officer as green is passing. In THIS particular scenario BDR is suggesting the the officer was shooting the REAR of a vehicle in FRONT of the car, thus the rear scatters backwards to the front of the green car.

    Just buy a laser tester , hit the heads with it, and see if it has a delay in the alerts.

    Might not be scatter, sometime they work in groups of two.
    When one is pulling a car over, the second Leo is still hiding in the bushes a little further down capturing speed.

    x2, sometimes if it's a divided highway they'll shoot opposite directions from both sides as well and then radio someone else to pull over.

    Correct. Without a Cam and seeing he situation we will never know exactly what happened but if his front alerted and not the rear this diagram will certainly explain it. They could have also been shooting at cars in the opposite lane further down coming towards him and it could have had the same effect. Based on his speed being 35MPH he probably was not the target.
