Yes, You can do anything with the iPhone without service as you could with an iPhone with service. The same Bluetooth module will also work on Android so when the Android app comes out (A few months) I will use Android and resell the iPhone because I will no longer have use for it.

Is there an Android version?

Apple version has been out and its had major improvements since its first release. Android is under development and I will not commit to a date yet but it should be in the Fall sometime.

Will the BT be built into the ALP at some point soon? Or will the BT module always need to be purchased as an add on?

Always separate... No need to raise the cost of the ALP for people that would not want or need the Bluetooth option.
